PURPOSE OF THE JOB:
The Manager, Information Technologies, under the direction of the Director, Finance and Corporate Services, will primarily be responsible to lead and motivate the IT department. This position will plan, develop, and manage all IT services, programs, and support throughout the Corporation. This role will also oversee the implementation, deployment, and operation of information systems and technology solutions for business needs.

KEY DUTIES/RESPONSIBILITIES:
  • Ensure a high level of systems availability by monitoring, updating and replacing enterprise hardware and software as necessary. 
  • Plan, develop, and manage all IT services, programs, and support throughout the Corporation.
  • Responsible for developing an annual IT operational plan and updating operational plan as the year progresses.
  • Lead and motivate the IT department.
  • Oversee the implementation, deployment, and operation of information systems and technology solutions for business needs.
  • Assist senior management with the direction and facilitation of IT strategic and tactical planning.
  • Oversee project management for IT-related undertakings, including clear capture of business requirements, provision of functional deliverables, milestone planning, and project post-mortem reports.
  • Oversee internal IT support.
  • Assist the Communications Coordinator in their efforts to develop a continually evolving website, providing insights into security, hosting and development platforms and new service integrations. 
  • Ensure that applicable project management practices are followed throughout project lifecycles.
  • Hire and supervise a skilled team of IT professionals, and help guide the professional development of IT personnel.
  • Research, design, and implement the appropriate technologies to support and improve corporate communications, access to information, and end-user productivity.
  • Assist in developing and managing a budget for technology, IT services, and personnel.
  • Assist in the writing of grants, RFPs, RFIs, and RFQs.
  • Liaise with vendors and service providers to ensure efficient and cost-effective acquisition of technology purchases; oversee warranties and service agreements.
  • Stay informed on new or emerging trends and technologies that provide clear benefits to the organization, business partners, or customers.
  • Create and deliver business cases for technology acquisitions.
  • Create status reports as required; present findings to senior management .
  • Plan end-user training as required.
  • Act as a strong advocate for the IT department and its initiatives.
  • Conduct capacity planning for network bandwidth, storage requirements, messaging, websites, and other applications.
  • Analyze departmental operations and identify areas requiring improvement.
  • Other duties as assigned.
EDUCATION, EXPERIENCE, & QUALIFICATIONS:
  • Degree or an advanced degree in computer science, computer systems engineering, software engineering, web design, business administration, or a field related to the industry.
  • Three years of experience in a management role and five years of experience in a related industry.
  • An awareness of the London housing eco-system and understanding the operations of Local Housing Corporations would be a plus.
  • Certifications or licenses appropriate to industry.
  • Highly developed understanding of industry regulations, standards, and best practices.
  • In-depth understanding of the software development lifecycle.
  • Ability to adapt to new technology.
  • Demonstrated project management skills.
  • Ability to delegate, set expectations, and monitor progress of all direct reports.
  • Effective leadership skills, with a strong focus on mentoring and motivation of employees.
  • Ability to identify issues and implement creative and strategic solutions to overcome problems.
  • Ability to remain calm and poised in urgent situations.
  • Ability to plan, organize, develop, implement, and interpret goals, objectives, and policies.
  • Ability to identify measures of performance and actions needed to improve or correct performance.
  • Must possess a valid driver’s license, have access to a reliable vehicle, and carry adequate insurance.

POLICE RECORDS CHECK and VULNERABLE POSITION SCREENING:

This position requires the successful candidate submit a current Police Records check from their local police service. A current LMCH employee who is the successful candidate for this position must also provide this document unless it is already on file and not more than one year old.

SALARY & BENEFITS:
Competitive Annual salary with comprehensive health benefits and a defined benefit pension plan.
Normal working hours are 8:30 A.M. to 4:30 P.M. Monday to Friday, with some work required outside of this schedule from time to time.
