Summary of Duties:
Reporting to the designated Manager within Development & Compliance Services, the Manager I, Building Engineer, reviews mechanical and fire protection drawings, plans, specifications and design data for all buildings and structures to ensure compliance with the Ontario Building Code Act, 1992, the Ontario Building Code, related Municipal by-laws, other applicable by-laws, and conducts mechanical inspections on site. The Manager I, Building Engineer assists the Manager II responsible for mechanical building engineering as required.
Work Performed:
- Liaise with the Legal and Corporate Services and/or Risk Management Divisions of the Corporation with respect to files that relate to statements of claim against the Building Division. Assist the Corporation’s solicitors with the coordination and retrieval of confidential information, liaising with other Service Areas as required.
- Conduct the review of information and documentation submitted by manufacturers and/or suppliers related to the suitability of proprietary building products or alternative solutions with respect to conformance to the Ontario Building Code.
- Responsible for research, assessment of processes and structure, and coordination of strategically significant divisional initiatives and improvement processes.
- Review Alternative Solutions as submitted under the related sections of the Ontario Building Code.
- Exercise powers and perform duties within the standards set by the Code of Conduct prescribed in Section 7.1 of the Building Code Act, 1992.
- Review mechanical and fire protection drawings and specifications; assist Development & Compliance Services staff with matters related to the discipline of mechanical engineering according to the Ontario Building Code and other related municipal by-laws, such as the Sign Building By-law. Ensure the designer makes necessary revisions and ensure the execution of related site inspections, as required.
- Instruct and guide building inspectors in the field during construction as necessary.
- Distribute work to assigned staff, and supervise work completion.
- Provide advice, training and guidance to staff on mechanical plan reviews and issues that may arise on construction sites.
- Inspect and review structures/buildings and consult with staff in other divisions or Services Areas (i.e. Fire Department, Property Standards inspectors) in determining unsafe conditions and providing visual structural/mechanical evaluation reports. Review reports prepared by outside engineers and architects with respect to remedial work required to make structures/buildings safe.
- Review mechanical plans, drawings, and specifications to ensure compliance with the applicable Acts, regulations, and by-laws. Ensure the designer makes necessary revisions. Responsible for site inspections per the Ontario Building Code and on-site testing to ensure compliance with applicable standards.
- Communicate reasons for various regulations, verbally or in writing, to architects, engineers, designers, constructors, and the public, as required.
- Perform duties under the Building Code Act, 1992 and the Ontario Building Code in connection with issuing orders under the Building Code Act, 1992, reviewing plans and inspecting for unsafe construction or buildings. Work with engineers and restoration companies authorized by the Corporation of the City of London to address unsafe building conditions in the event that individuals and companies served with orders do not comply as directed.
- Liaise with industry representatives to coordinate the implementation of presentations and attendance to public events promoting the Building Division.
- Answer enquiries from the public, council members, and staff from other Service Areas and Divisions concerning the Ontario Building Code.
- Attend hearings when required.
- Perform related duties as assigned.
Qualifications:
- Bachelor of Science degree in Engineering. Current designation as a Professional Engineer in the Province of Ontario. (Individuals with imminent registration as a Professional Engineer in the Province of Ontario may be considered.)
- Four to five years of related experience is required.
- This position will be focused on the portfolio involving life safety and fire protection systems, so experience in this area would be an asset.
- Experience in Mechanical Engineering is considered an asset
Skills and Abilities:
- Strong technical knowledge of Ontario Building Code and the ability to interpret various types of drawings, specifications, engineering reports and legal documents.
- Advanced knowledge of the AMANDA program is an asset.
- Advanced knowledge of NFPA96, NFPA13/13R/13D/20-10/14-10 is an asset.
- Demonstrated leadership, organizational and interpersonal skills.
- Excellent verbal and written communication skills.
- Possession of a valid Class “G” Driver’s Licence.
Compensation & Other Information:
$87,024 - $113,644
This posting is for one (1) temporary up to 2 year, full-time position.
Standard Hours of Work: Monday - Friday from 8:30a to 4:30p.
Work Arrangement: 4 days in the office and 1 day remote.
These hours of work are subject to change in accordance to business requirements.
