Senior Planner Strategy
 

Job Summary:

Support the WSIB’s Senior Executives with the strategic planning process by developing options and advice to inform senior management decisions on the strategic direction of the organization. Manage the annual corporate planning process to align operational plans and budgets to achieve strategic outcomes. Prepare progress reports that evaluate the outcomes of strategic and corporate business plans.
 

Major Responsibilities:

Identify, analyse and report on developments in the WSIB’s operating environment that could impact the organization’s strategic objectives and performance:

  • Provide Senior Executives and the BoD with strategic information and analysis via the environmental scan (including jurisdictional comparisons). The scan includes long-term perspectives and recommendations for possible short-term priorities
  • Prepare briefings, as required, that include options and recommendations to inform senior management decision-making. Briefings are based on government announcements (e.g. Drummond Report), the review of research results, identification of trends and best practices (e.g. economy/labour markets, workers’ compensation, the insurance industry, Ontario Public Service)
  • Manage research assignments (strategic analysis agenda) to identify and assess impacts to the WSIB’s strategic direction and/or performance
  • Build and maintain network of internal and external experts
  • Support clusters with business planning and aligning plans to corporate objectives

Manage the annual corporate strategic planning process:

  • Support the BoD and Executive Management with strategic planning activities and sessions
  • Prepare the corporate strategic plan or annual updates to an existing plan
  • Lead the annual business planning process and support budget planning
  • Review the corporate business plan, cluster operational plans and budget to better align planned results and resources with corporate strategic objectives. When necessary, recommend adjustments

Evaluate WSIB’s plans, progress and performance against strategic objectives and key benchmarks:

  • Monitor and evaluate corporate results against strategic objectives
  • Compare key WSIB metrics with peer organizations to benchmark performance, analyze deviations and report findings
  • Facilitate an enterprise view (inputs from other areas) on the impact of developments in the WSIB’s operating environment (e.g. economic performance)

Prepare the WSIB response to a request for information from Executive Management and/or Ontario Government departments and/or agencies:

  • Lead or assist with cross-cluster initiatives of strategic significance
  • Prepare briefings and presentations for delivery by Executive Management to key government offices and committees
  • Respond to ad hoc requests from Executive Management

1) Education requirements:

  • University degree in public policy and administration, business, law, or economics minimum.
  • Masters degree or BA with a specialist focus preferred.
  • Formal project management training or related experience
  • Advance level of experience with Microsoft Office products

2) Experience:

  • 5 years progressive experience in strategic planning, managing stakeholders or WSIB business or policy experience with demonstrated ability to identify issues, understand the impact on WSIB objectives and business processes, and assessing the implications involved in making changes
  • 3 years of experience leading research and analysis and/or planning
  • Knowledge and experience with strategic planning models, methods and best practices
  • Proven experience using analytical and problem-solving techniques and methodologies
  • Proven track record of successfully negotiating corporate changes
  • Excellent communication, presentation and writing skills
  • Political acumen and diplomacy
