This job may require travel to Toronto or in other locations across Ontario for in office days, training, or events.  In office days are typically held monthly.  Travel reimbursement will be provided in accordance with WSIB policies. 

 

This is a temporary assignment, up to 10 months, open to all offices.

Salary Grade:  214        From:  $101,331.63  To:  $119,213.59

Job Summary

In partnership with internal and external business partners, lead the research, design, development and execution of learning, talent and organizational development solutions to build capability and improve organizational effectiveness and efficiency. Align solutions to ensure they are building the capabilities required now and for the workforce of the future.

Provide expert advice and consultation to all levels of leadership on talent and learning initiatives. Lead and manage the assessment, design, development, implementation and evaluation phases of learning solutions and programs for employees and management of customer facing clusters.

Act as an ambassador for talent, learning and development to establish a continuous learning culture.

Build strong relationships with the business to become a trusted partner in achieving business results.

Major Duties & Responsibilities

1. Influence, consult and collaborate with all levels of WSIB management to identify, assess and analyze talent, learning and performance needs in order to achieve business outcomes:

  • Build strong relationships with business leaders and subject matter experts (SME’s) and instill sound consultative partnering into the overall learning culture
  • Conduct needs assessments, identifying scope and providing advice in determining learning needs of the business
  • Develop/use information gathering tools (i.e. individual interviews, focus groups, questionnaires, on the job observation, etc.) to gather sufficient information relevant to the business and learners from various sources; research and consultation with business cognizant of budget, environmental or other constraints to identify learning solutions;
  • Analyze and identify learning and non-learning factors affecting performance, having regard for enablers and barriers to performance, including; feedback, motivation, incentive, skill and knowledge and in partnership identify methods of addressing each in support of successful performance improvement
  • In consultation with the learning team, taking a design thinking approach, prepare and recommend sound, learner experience solutions. This includes a range of options for meeting desired business outcomes and the strengths and weaknesses of different approaches, including the use of technology and on the job learning experiences to influence business partners to accept the recommended learning solution.
  • In collaboration with business partners, plan, modify and/or design and develop multi-level blended learning solutions (such as on-the-job, mentoring, coaching, self-study, on-line or instructor led), tailoring the curriculum and delivery methodology in support of the business strategy and in accordance with the continuous learning model.

2. Act as a content curator accountable for gathering, organizing and updating relevant learning artifacts (ex. courses, articles, videos, photographs/drawings, blogs, research reports, case studies, and other types of digital learning objects.) Support implementation and delivery/facilitation of learning solutions in conjunction with learning partners, business SME’s and key stakeholders:

  • Develop and implement train-the-trainer curriculum and sessions for SME’s
  • Support implementation and delivery/facilitation of in-person and virtual learning
  • Identify and drive the use of common learning solutions across multiple business areas for consistency and efficiency
  • Ensure learning material is continually updated and accurate
  • Market available learning opportunities to employees and leadership

3. Lead post-learning evaluation activities to assess and evaluate the efficiency and effectiveness of the learning program/opportunity and/or services for achieving desired business, performance and learning outcomes:

  • Leverage data analytics to forecast trends and provide proactive advise/recommendations on talent/learning interventions to support business goals
  • Work with business partners to develop evaluation plans that could include surveys, focus groups, testing, data analysis and observation activities
  • Provide reports and recommendations on outcomes, trends and continuous learning opportunities

4. Manage business partner relationships, by achieving and maintaining satisfaction, managing expectations, maintaining credibility and obtaining buy-in:

  • Use open and positive communication and influencing skills to motivate business partners
  • Work with business partners to identify root cause of issues, define skills gaps and help identify actions to improve business performance
  • Customer focused with an ability to facilitate, encourage, and persuade cooperation between diverse operational stakeholders
  • Clearly communicate ideas and learning solutions to ensure ideas are accurately reflected and understood by all parties
  • Maintain current industry best practices, including new thinking and new approaches.
  • Maintain excellent business relationships with internal and external stakeholders, including vendors and contractors.
  • Work with vendors to ensure they provide highest quality of service

5. Act as project leader in concurrent learning projects and/or liaise and participate in projects and committees requiring learning solutions adhering to project management best practices

6. Act as a change agent in partnership with business areas, including Corporate Communications, to influence WSIB employees and management in the benefits of blended and/or continuous, performance-based learning solutions. This may involve aligning learning solutions to the change, accepting and adapting to change, assimilating corporate changes, gaining commitment, synthesizing new information, work collaboratively with the business leads and Corporate Change and handling highly sensitive and confidential information related to organizational design changes.

7. Facilitate sessions with colleagues within the branch to educate and develop skill sets.

8. Demonstrate strong business acumen including legislation, policy and business objectives in order to align learning to business goals. Liaise with business partners, maintaining awareness of plans and collaborating with all levels of management in order to stay apprised of any changes to people, processes and technology in order to forecast future training needs. Contribute towards the evolution of our learning function by bringing innovative approaches, and by keeping current with new insights and technologies in the market through association and/or linkages with organizations such as Corporate Leadership Council, The Institute for Performance and Learning (I4PL), association for Talent Development (ATD), Bersin & Associates, the Canadian Community for Corporate Educators and other external professional organizations.

9. Perform other related duties as assigned or required.

Job Requirements

Education:
  • University completion at the undergraduate level with a specialty focus in adult education, social science, psychology or business administration, or an undergraduate level with a certification in adult education, workplace learning or performance consulting.
Experience:
  • Seven years prior experience in combination of at least two of: performance consulting/assessing performance needs or strategic consulting or organizational development/talent management or adult education/workplace learning or design thinking.
