About Us
Western University’s Office of Institutional Planning & Budgeting (IPB) provides leadership and administrative support in the areas of:
- Operating, Ancillary, and Capital Budget Planning, Development, Management, and Analysis
- Institutional Research – including management information and analytical support to the University’s planning and decision-making processes
- Space Planning and Management.
The university is committed to the creation of the Data Strategy Division which will include elements of the Institutional Research Group and staff resources to support the following broad mandate:
- Develop and implement a university-wide administrative/corporate data strategy and a data governance program to support Western in organizing and harnessing data to pursue strategic priorities/goals
- Provide institutional research services – including reporting, analytics, surveys, and dashboards
- Assess, identify, and implement the necessary data analytics tools/platforms in order to allow improved and easy access to various university data sets
- Support the data needs associated with external reporting of university data including submissions to government, Council of Ontario Universities, Statistics Canada, international ranking surveys, and various data exchanges
Responsibilities
As part the vision for a data-driven strategy, Western aspires to develop the most effective approaches to distill appropriate insights from raw data – with the objective of using the insights to support and direct long-term success and growth. The Chief Data Officer (CDO) will play the central role in Western’s data strategy and will lead a talented data science and business intelligence team to deliver transformational insights that help drive Western’s priorities. The CDO will develop and implement the strategy, develop people, form strong working partnerships with business and technology leaders, plan and execute roadmaps to ensure sustainable data governance and analytical tools for identifying solutions to business problems.
Qualifications
Education:
- Master’s degree in Statistics, Data Science, Mathematics, Computer Science, or another quantitative field
Experience:
- 10 years' experience in Analytics, Data Science Business Intelligence or other quantitative disciplines
- 5 years' people management experience
- 5 years' experience designing and developing business facing dashboards
- Experience analyzing and reporting on data relating to higher education is preferred
Knowledge, Skills & Abilities:
- Proven track record of solving ambiguous and highly complex data problems
- Knowledge of statistical analytics tools such as R, Python, SAS
- Exceptional critical thinking and attention to detail
- Proven ability to take initiative and champion a project from conception through implementation and evaluation
- Demonstrated ability to develop and maintain policies and standards related to data, database, and report security concerns.
- Broad familiarity with a wide array of technologies pertinent to data architecture and data analytics
- Demonstrated ability to synthesize disparate information of multiple types from multiple sources
- Strong leadership and organization skills; proven ability to manage time and priorities, ability to manage complex projects and tasks
- Demonstrated ability to effectively lead cross-functional teams
- Demonstrated ability to manage and transform organizational culture, lead organizational development efforts, and engage in systems thinking
- Strong oral and written communications skills; demonstrated ability to communicate effectively with colleagues with different areas and levels of technical expertise
- Ability to analyze and synthesize sizable amounts of detail/data
- Judgment, analytical and problem solving skills with a consultative and collaborative approach to addressing issues and opportunities
- Results-oriented with an ability to handle many tasks and maintain a high level of individual and team performance
- Ability and willingness to stay abreast of technological developments
- Ability to establish and build healthy working relations and partnerships with clients, peers and external stakeholders
- Possesses a reputation for resourcefulness with a strong sense of accountability and initiative
- Self-driven, independent thinker who is highly motivated and possesses an intrinsic passion for quality
