Supervisor, SCADA Systems, Regional Water

Summary of Duties:

Reporting to the Manager, Regional Water Operations, the Supervisor, SCADA Systems provides leadership in SCADA (Supervisory Control and Data Acquisition) systems management and related control systems, for the regional water systems, including SCADA asset and data management, System Virtualization, business continuity, disaster recovery and control system renewal projects. This position supervises assigned SCADA and instrumentation employees, coordinates SCADA-related activities with the contracted operating authority, and ensures ongoing support to SCADA and related systems.

Work Performed:

•  Monitor and provide project leadership for all new and upgrade work for Regional Water for SCADA with accountability for applicable sign off and project deliverables.
• Responsible for managing employees including assigning work, checking completion, scheduling shifts, hiring, coaching, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required. 
• Provide leadership in the execution and delivery of services and programs in the following areas of accountability: 
  • Oversee employees working with SCADA and contracted integrators/programmers, including project coordination, supervision of project implementation, contract administration and quality control, as it relates to Regional Water SCADA projects. 
  • Provide consultative support and guidance to project teams.  
  • Develop, implement and maintain SCADA standards, Programming Control Narratives, and related documentation; ensure Regional Water SCADA standards are adhered to for all upgrades and modifications.
  • Provide SCADA related training to Regional Water employees, as necessary to support business practices.  Provide technical guidance and training to Regional Water employees and/or employees of the contracted Operating Authority on all SCADA hardware, software and related control systems. 
  • Ensure all preventative maintenance programs to SCADA related hardware, software and peripherals are completed to best practice standards.  
  • Develop, update, and maintain procedures, standards and program applications for control system data acquisition and reporting, as required by operations employees, in conjunction with appropriate Regional Water employees.  Assist with the development, revision and maintenance of the cybersecurity initiatives implemented by Regional Water and incident response, including testing and simulation, as directed.
  • In conjunction with other information security leaders, review and recommend communications requirements, hardware and software requirements, acquisition and replacement for the Regional Water control system.    Ensure integrity of the SCADA network communication system in compliance with SCADA standards and it network standards.  
  • Review log entries with control system coordinators and escalate and monitor corrective measures in any event that causes a SCADA system failure or imminent failure 
  • Ensure all archival information for systems are complete and all operational manuals and associated procedures are current.
  • Prepare SCADA system statistical and status reports.  Interpret reports as they relate to condition of systems and potential improvements that may be required to systems and hardware.

• Liaise with unions on issues that affect bargaining unit employees as required. 
• Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.  
• Adhere to the Regional Water Systems’ Procurement of Goods and Services and Disposal of Assets Policy.
• Perform related duties as required. 

Qualifications:

• Three-year Community College Computer Engineering Technologist, Electronics Engineering Technology or Automation or Control Systems Technology Diploma or an equivalent related field of study.  
• Five to seven years related experience in water or wastewater environment including SCADA systems as well as experience supervising employees.

Skills and Abilities:

• Demonstrated knowledge and experience in water and wastewater treatment processes and process control as it relates to SCADA systems, security, data management integration, management information systems and network infrastructure with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division. 
• Successful experience supervising employees.  Demonstrated positive and proactive leadership skills to direct, develop, and support employees to be accountable to divisional objectives and participate as an effective team member. Adept at leading contracted services and consultants; demonstrated commitment to developing high performance teams. 
• Proven commitment to safety with extensive knowledge of related acts, guidelines, regulations and legislation and the Process Control Systems and SCADA Standards; knowledge of the Occupational Health & Safety Act of Ontario and Regulations.
• Demonstrated knowledge of asset management best practices, concepts, risk management and capital project execution business processes. 
• Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and commitment to ethical practices. 
• Demonstrated skills in technical writing and technical training.
• Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues. 
• Ability to provide a high level of attention to detail, make sense of data and solve problems. 
• Highly developed interpersonal and customer services skills, including conflict resolution and problem solving; experience working collaboratively with organizations, clients, and other individuals. Political acumen to identify and manage issues.
• Ability to understand the importance of service delivery; implement initiatives that support the section’s customers in a timely and effective way.
• Computer literacy in Microsoft Office, Computerized Maintenance Management System, SCADA, VMware Virtualization and related software and database applications. 
• Ability to work outside normal business hours as required to respond to emergency situations.
• Valid Driver's Licence Class G.
   

Compensation & Other Information:

$88,112 - $115,065

This posting is for 1 permanent, full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. Please note that this position may include on-call requirements.

Work Arrangement: Hybrid
