Summary of Duties:

Assists Engineers to plan, design, and program engineering infrastructure within various Divisions within the City of London.

The position reports to the Deputy City Manager, Environment & Infrastructure, Housing and Community Growth, or Finance Supports, or designate, for purposes of annual assignments and career management, and reports to Engineers or Managers within the respective Service Area and Division for professional direction and supervision in day-to-day tasks. Duty assignments are rotated amongst the Divisions for periods of approximately one year, over a total four-year program. The program is aimed at developing engineering management expertise within the Service Area.

Work Performed:

Under the direct supervision of an Engineer within the Service Area:

  • Review, develop and recommend engineering plans, designs and programming that support divisional objectives, contributing to the implementation of strategic initiatives for various Service Areas and the City’s Strategic Plan.
  • Assemble and undertake engineering analyses of data for or from infrastructure management systems (relating to transportation, water, wastewater, stormwater, planning and development, construction administration, transit, energy management, and solid waste).
  • Prepare written and oral correspondence for a range of internal and external professionals (i.e., engineers, technologists, hydrogeologists, ecologists, biologists, landscape architects, planners, and operations staff) as well as the public.
  • Prepare acquisition documents for engineering consulting and construction services in accordance with the City’s Procurement of Goods and Services policy.
  • Inspect contracted engineering works in the field.
  • Recommend various engineering undertakings in reports to Committees and Council.
  • On behalf of a manager, prepare components of Capital and Operational budgets.
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through practices and interactions with community partners, employees and individuals and support programs and initiatives that reflect this commitment.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
  • Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.
  • Support the development of processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Division or Service Areas.
  • Gather, assemble, analyze, and present information from various sources to identify, plan and implement actions to achieve various project or divisional objectives.
  • Track performance measures for deliverables using appropriate data collection and analytics.
  • Effectively prepare and organize and information and deliver information in a manner understood by various audiences.  Attend public information sessions and assist with outreach programs.
  • Complete other duties as assigned; seek to make contributions to the division based upon professional interests.

  • Strong organizational skills including but not limited to planning, prioritizing, time management and the ability to multi-task.
  • Knowledge and demonstrated skills in the areas of effective project and policy development.
  • Computer literacy in Microsoft Office, and related software and database applications.

Qualifications:

  • Bachelor of Engineering or Bachelor of Applied Science degree (Civil, Environmental, Chemical, Mechanical, or equivalent) from a university recognized by the P.E.O. or equivalent combination of education and related professional and lived community experience.
  • Knowledge of Geographic Information System (GIS) mapping software or other relevant software programs is an asset (e.g., InfoWorks, AutoCAD, Environmental Protection Agency Storm Water Management Model (EPASWMM), Hydrologic Engineering Center River Analysis System (HECRAS).
  • Awareness of the Municipal Class Environmental Assessment, construction contract management, or municipal development processes is an asset.

Compensation & Other Information:

$78,800 - $103,364

This posting is for two (2) permanent full-time position being filled on a permanent full-time basis.

The hours of work and work arrangements may differ in each division.  These are subject to change in accordance with business requirements.

This posting is for two vacancies. One vacancy is with the Waste Management Service Area and the other vacancy is with Sewer Operations and Water Operations Service Areas.
 

These positions rotate through various divisions, such as Water, Stormwater, Wastewater, Transportation, Construction Administration, Development Services and Waste Management to provide employees with the opportunity to experience a wide range of municipal and civil engineering sectors.

The successful applicant will be placed in an annual rotation across various engineering divisions.
