Summary of Duties:

Reporting to the Manager of the Transportation Management Centre, the Transportation Management Centre Technologist works as part of a team that contributes to the safe and efficient travel of residents throughout the City of London. Assists in the development, implementation, operation, and maintenance of state-of-the-art equipment and technology to monitor, analyse, alter signal timings, and communicate incidents to affect traffic flow across the city. Assists in the design, installation, operation, and maintenance of the City’s traffic signals and related transportation infrastructure.

Work Performed:

  • Monitors, analyses, and reports on the City’s transportation network for traffic flow disruptions, incidents, and special events using a variety of systems such as the Advanced Traffic Management System, Traffic Signal Control System, Video Management System, and Audio-Visual System, Travel Time Monitoring and other related technologies.
  • Monitors and analyses high-resolution signal performance measures. Using signal performance measures, develops and implements Adaptive Traffic Signal Control configurations to optimize traffic signal timings along Adaptive Traffic Signal Control corridors to maximize the flow of traffic in the most efficient and safe manner.
  • Develops, monitors, and maintains traffic signal priority parameters to assist the London Transit Commission in maintaining the reliability of transit.
  • Operates the Transportation Management Centre Systems in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) codes of practice.
  • Determines and implements temporary modifications to the traffic signal timing plans in accordance with established procedures and guidelines. Monitors and restores traffic signal timing plans when the temporary conditions end.
  • Monitors the performance of the Transportation Management Centre Systems, related hardware, and intersection traffic signal hardware identifying operational problems, rectifying identified problems, and/or coordinates outside agencies or contractors to resolve these problems.
  • Works with other technical staff in the preparation and implementation of updated network traffic signal timings based on current traffic studies.
  • Prioritizes inquiries and complaints from a variety of stakeholders and the public using the City’s Customer Relationship Management system and provides accurate and timely responses related to transportation management and operations.
  • Coordinates with maintenance contractors in the resolution of traffic signal and street light infrastructure issues.

  • Notifies and coordinates with other City of London divisions, agencies, and commissions in the communication of traffic flow disruptions, incidents, and special events.
  • Maintains accurate reports, records, documentation, and backup copies regarding the files and databases utilized for the operation of the Transportation Management Centre Systems and in accordance with the MFIPPA codes of practice
  • Assists in the administration of traffic signal and Transportation Management Centre Systems contracts by preparing cost estimates, inspecting for quality and quantity control and preparing payment certificates.
  • Assists in the development, procurement, and implementation of new Transportation Management Centre Systems.
  • Compiles field data and analysis of traffic signal, transportation, and travel-related issues to support data-driven decision-making by Management.
  • Identifies opportunities to utilize existing systems and data to enhance the monitoring, reporting, and problem identification capabilities of the Transportation Management Centre Systems.
  • Performs programming, configuration, and calibration for the Advanced Traffic Management System, travel time data sources/platforms, traffic monitoring cameras, advanced detection tools, adaptive traffic signals, traffic signal priority, and event-responsive traffic signal timing plans.
  • Maintains proficiency in computer languages (e.g. Python, Visual Basic, R, JavaScript, SQL, and others), databases, libraries, and frameworks as they are developed.
  • Supports Emergency Operations Centre operations during both training exercises and active, declared emergency situations as required.
  • Performs related duties as assigned.

Qualifications:

Post-secondary education in a three (3) year transportation engineering technology or civil engineering technology with an emphasis in transportation is required.

Member of the Ontario Certified Engineering Technician and Technologist (OACETT) as a Certified Engineering Technologist (CET).

International Municipal Signal Association (IMSA), Level 1 and 2 Certification.

The ability to regularly work required early-morning and/or evening shifts to cover the TMC operational hours weekdays between 6:00 am and 7:00 pm and on an as-needed basis for special events.

Experience:

A minimum of four (4) years of work experience in Traffic Management is required with preference given to direct work experience in a Transportation Management Centre.

Specialized Training & Licenses:

Skills and abilities in the following areas are necessary:

A valid Class G Driver’s License is required to travel to various site inspections on an as-needed basis. Must provide own vehicle for transportation while on City of London business.

Proven ability to manage competing tasks in a time-sensitive environment.

Proven ability to adhere to standard operating procedures in decision making and employ sound judgement. 

Strong technical and analytical skills is required to resolve issues and respond to a diverse stakeholder group including residents, council, etc.

Proficiency in Microsoft Office computer systems and applications (i.e. Excel, Word, PowerPoint, Outlook, etc.).

Experience in Microsoft Power BI, Microsoft Dynamics 365, Synchro, SimTraffic, Vissim, Vistro, and other related software is an asset.

Working knowledge of the Occupational Health and Safety Act and the Highway Traffic Act.

Compensation & Other Information:

$56,455 - $81,677 (Level 13)

This posting is for one (1) permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. Subject to change in accordance with business requirements.

Work Arrangement: In Office. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
