Summary of Duties:

Reporting to the Manager, Financial Planning and Policy, the Manager, Long-Term Financing provides expertise in accounting and financial analysis to support the management of the Financial Planning and Policy Division including administration and accounting of the City’s reserve and reserve fund portfolio, financial policy, long-term financial plans/forecasts, operating and capital budgets, and supervision of staff.

Work Performed:

  • Provide expertise in the coordination and delivery of financial programs, plans, policies, and budgets that contribute to the implementation of strategic initiatives for the Financial Planning and Business Support Division to meet Council’s Strategic Plan.
  • Responsible for managing employees including hiring, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Ensure accurate and timely administration, monitoring and reporting with respect to the City’s reserve and reserve fund portfolio on a monthly, semi-annual, and annual basis, as required.
    • Participate in decision-making and provide information, analysis and recommendations supporting the City’s treasury functions, including cash management, investment programs, and the timing, nature and issuance of the City’s long-term debt financing. Participate in the development and maintenance of an effective treasury administration program.
    • Contribute to the development and monitoring of the annual Operating and/or Capital Budgets, primarily with respect to reserve and reserve funding financing.
    • Provide input and direction in the development of financial forecasting models.
    • Conduct financial analysis and provide advice on future financial implications associated with municipal program service adjustments, including those of a confidential/sensitive nature.
    • Develop and prepare recommendations for the development of Corporate Financial Policies with respect to reserves and reserve funds; ensure policies are updated according to current corporate initiatives. Participate in the development or update of other financial policies as required.
    • Direct and manage preparation of assigned sections of annual Consolidated Financial Statement, Financial Information Return, Performance Measurements for the Corporation, and other financial reports. Liaise with Financial Services and external auditors as required.
    • Participate in the implementation and evaluation of financial system upgrades and maintenance processes with respect to reserve funds, debt and other related systems.
    • Assist in program monitoring and reporting for approved Federal and Provincial funding programs, as well as City-led programs, funding arrangements, etc.
    • Participate in research and development of new modelling tools and techniques with respect to reserve and reserve fund management, forecasting of long-term debt financing, and modelling of operating and capital impacts of budgets to support Council deliberations. Support the City’s internal Treasury management functions with respect to cash flow and reserve and reserve fund forecasting linking into the investment management program.
    • Review training initiatives of Financial Planning and Policy in relation to the administration and accounting of reserve and reserve funds to ensure effective utilization of financial systems.

  • Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation, with a focus on the reserve and reserve funds portfolio; ensure internal controls are implemented, monitored and reported on specific to the division.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
  • Engage in opportunities to work across Divisions and Service Areas in support of assigned duties.

  • Support the preparation of reports for Council and various Committees as required.

  • Implement strategies to track performance measures for assigned duties, using appropriate data collection and analytics.
  • Perform related duties as assigned.

  • Demonstrated knowledge and experience in operating and capital budgets with an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the Division.

  • Computer literacy in Microsoft Office, and related software and database applications.

Qualifications:

  • Completion of a University degree in Business, Finance and/or Accounting and a Chartered Professional Accountant (CPA) designation.
  • Three to five years related experience in municipal government finance including management responsibilities.
  • Experience in the management and administration of reserves and reserve funds in a municipal government setting is an asset.

Compensation & Other Information:

$89, 913 - $117, 942
This posting is for (1) permanent full-time position being filled on a permanent full-time basis.
Current Hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: Hybrid. Subject to change in accordance with business requirements.
