Salary Grade:  N09        From:  $110,594.16

This is a temporary assignment up to 12 months.

Job Summary:

Support the Leadership in Health Services and the Claims Management Cluster by leading the Program and Quality Management of health and operations recovery, quality of life and return to work programs and services. Inform the development of strategic directions and innovations in program development.

Design and lead an effective vendor management quality program, including engaging and managing external vendors and providers to monitor, evaluate and innovate existing WSIB Operations programs.

Act as an expert resource internally across the organization on program related matters and provide expert advice, consultation and strategic direction on a broad range of initiative related to the development and evaluation of vendor and health care programs and services.

Major Responsibilities:

Program Development and Design
Support the development of strategies, programs, forms & plans as they relate to the provision of WSIB health and operations services to promote improved injured worker health recovery, quality of life and return to work outcomes

  • Responsible for developing strategies and programs as they relate to Corporate or Divisional plans in support of the delivery of a wide range of health and operations services.
  • Provide training material and key messages for internal and external communications.

Lead relationships with internal and external stakeholders and associations to develop programs effectively.

Quality Management and Program Evaluation
Overall responsibility for the Evaluation and Assurance of Clinical Quality in Health Care Services and Vendor Quality in Operations Vendor Services

  • Develop, plan, implement and manage effective and timely interventions by all WSIB contracted (and non-contracted for Health) providers programs and providers, including responsibility for monitoring the financial impact and utilization of services.
    • Establish and coordinate the implementation of procedures, assign, coordinate and review projects, evaluations and programs.
    • Lead a team of a multidisciplinary team of clinical experts or contract manager experts in the auditing and evaluation of programs and services

Prepare reports and presentations including evaluation of clinical, and recovery, quality of life or return to work outcomes

External Client Engagement and Representation
Ensure the delivery of quality services that meets the needs of injured workers and WSIB standards, through a quality vendor management program. This includes:

  • Develop and maintain effective relationships with contracted and non-contracted providers including health professional associations for health care programs.
  • Lead collaborative working engagements to develop effective programs and solutions to address identified gaps or issues.
  • Communicate with providers around quality outcomes of the programs and services to promote continuous improvement
    Coordinate changes to systems, processes and programs between WSIB and external providers and vendors.

Program Planning & Team Management
Plan, manage and control the activities of branch which includes annual planning of projects and priorities, identifying resource requirements, allocating work, recruiting of permanent and contracted employees, establishing performance objectives, conducting performance reviews, and providing guidance and feedback to staff. This includes:

  • Provide technical expertise and direction to staff when required
    Identify and address barriers, inefficiencies and other issues to effective service delivery
    Participate as a member of the Branch’s management team in the development of branch goals and objectives in support of the divisional and corporate goals and objectives

1) Education requirements:

  • University Degree in studies related to Health or Administration minimum
  • Masters level  and advanced knowledge of Quality Management and work Disability Management preferred

2) Experience:

Minimum Experience Required

  • Broad understanding of WSIB operations gained from minimum 3 years experience in WSIB
  • Knowledge of and experience in Quality Management & data analysis

Preferred Experience

  • Previous Manager level experience within WSIB or public sector
