Position: Financial Analyst, Financial Services Branch, Facilities, Finance and Fleet Division
Start Date: To be determined
Status: Temporary, Full Time (1)

Salary: $73,215 (Starting) to $99,108 (at 30 months)                                  

Position Summary:  
The Financial Analyst, Accounting and Financial Planning Unit, supports operating and capital budget development, budget monitoring, financial analysis, financial reporting, and all financial accounting activities.

Responsibilities: on Description
  • Support the Director, Financial Services Branch with the coordination, planning, and execution of all budget planning initiatives for the multi-year and annual Operating and Capital Budgets.
  • Support the development, implementation and ongoing enhancements of an asset management framework including tracking, valuation, and lifecycle planning of organizational assets.
  • Conduct research, on-site engagement and comparative analysis to support strategic initiatives, evaluate workload readiness and resource implications, and provide recommendations for implementing financial systems, procedures, and asset management initiatives aligned with operational and compliance requirements.
  • Assist with year-end processes and reporting including information required by external auditors and City of London Financial Services.
  • Analyze budget submissions, audit budget transfers, identify and recommend budget amendments to ensure effective and efficient finances.
  • Participate in budget planning and monitoring meetings and initiatives.
  • Review necessary data and financial costs associated to new positions.
  • Monitor non-personnel expenditures and budget variances and outline possible areas of risk to the Director, Financial Services Branch for review.
  • Provide financial forecasting expertise on year-end position with revenue and expense accounts.
  • Work closely with the Director, Financial Services Branch on cost and revenue analysis of new programs and initiatives.
  • Advise Division Commanders, Branch Commanders, and Budget Managers on approaches to build, manage, and monitor their budgets including building partnerships and providing financial advice, forecasting expertise, and analytical support.
  • Prepare and communicate detailed analysis to support corporate decision-making and recommendations on business cases being evaluated.
  • Support the budget process by providing input into creative solutions for presenting the budget.
  • Identify and analyze trends impacting short and long-term plans.
  • Review general ledger entries and supporting documentation to ensure that financial transactions recorded are in accordance with policy, procedures, generally accepted accounting practices, and legislation.
  • Review, verify, and approve journal entries, travel expense claims, month end reports, employee expense reimbursements, and corporate credit card statement transactions.
  • Monitor and reconcile capital project spending to ensure that expenditures are in accordance with the original intent of the project.
  • Prepare, complete, and review financial reporting and reconciliations, including grants and secondments.
  • Support London Police Service procurement.
  • Review internal and external reports and reconciliations for administrative support and special projects for accuracy and completeness.
  • Prepare, design, and edit manuals, standard operating procedures, templates and forms with detailed written instructions.
  • Prepare financial reports for the Director, Financial Services Branch as required.
  • Other duties as assigned within the core competencies.

Requirements
  • 4-year Bachelor's Degree in Business/Finance or equivalent field of study.
  • CPA designation is an asset.  
  • 2-3 years’ experience in financial analysis or a related field.
  • Experience with JD Edwards Financial Management software is an asset.
  • Excellent problem-solving skills and judgement required to make decisions from numerous/broader range of alternatives covered by standards and precedents.
  • Excellent communication skills for regular contact with other LPS members and external agencies to give, obtain and/or exchange, and/or discuss technical information or decisions requiring discussion or explanation to ensure full understanding.

Benefits/Pension:
Temporary members receive ten percent (10%) of their hourly rate in lieu of benefits (after 120 calendar days) and are also eligible to join the OMERS Pension Plan upon their first day of hire.

Hours of Duty:
Day shift; Monday-Friday
