Job Description
Summary of Duties:
Reporting to the Director, Emergency Management and Security, the Emergency Communications Systems Technologist works to minimize risk to individuals, property and the environment by developing, implementing and maintaining an integrated mission critical communications system and associated infrastructure linking emergency and operational services in the community, in addition to managing and supporting related projects.
Work Performed:
- Supervise, provide direction and assess performance of consultants, and contractors.
- Lead related projects and ongoing emergency communications infrastructure development, implementation and maintenance, working independently and as part of a team.
- Administer the operation and life cycle maintenance of the emergency communication system linking the Emergency Management and Security Division, Police and Fire Services, Bylaw Enforcement, Environment and Infrastructure and other significant partners in the community.
- Develop, coordinate and provide instruction on the use of the emergency communication system; provide advice and assistance to management and employees as appropriate.
- Contribute to the development of annual divisional objectives consistent with strategic long-range plans of the Corporation and the Emergency Management and Security Division.
- Liaise with Service Areas and Boards that use the communication system; arrange regular meetings, program reports, and budget updates.
- Contribute to the development of an annual operating and capital budget related to the operation and maintenance of the communications system for submission to the Director, Emergency Management and Security.
- Assist in the development, implementation and completion of projects that have implications throughout the organization.
- Develop and implement maintenance projects, manage contract documents, evaluate tenders and RFPs and recommend contract awards, inspection and administration for approval by the Director, Emergency Management and Security.
- Assess and secure communications infrastructure against risks; make recommendations to ensure communications infrastructure security as necessary.
- Monitor user compliance with emergency communications-related legislation, policies and procedures; identify areas requiring support or intervention and recommend remedial strategies.
- Research and recommend new technologies and methods related to telecommunications for emergency and nonemergency environments.
- Research and recommend telecommunications requirements for multiple projects; manage interactions with consultants and contractors.
- Prepare and present reports for recommendation by the Director, Emergency Management and Security for various Service Areas, Committees and Council.
- Maintain ongoing relationships with protective service agencies, Boards, Commissions, Service Areas and community groups.
- Lead or contribute to the development, coordination and analysis of projects; develop and apply performance measurements as assigned.
- Attend security association meetings, as assigned, as a representative of the City of London.
- Complete other duties as assigned.
Qualifications:
Three-year Community College diploma or three-year degree in telecommunications technology or equivalent qualifications.
Experience:
- Five years of previous experience in project management within the telecommunication/radio services.
- Qualification in business administration is an asset.
- Project Management designation is an asset.
Specialized Training & Licenses:
- Skills and abilities in the following areas are necessary:
- Knowledge of building access control systems, design and operation.
- Demonstrated ability to administer budgets.
- Specialized training and demonstrated experience in relevant legislation, codes and standards.
- Strong project management skills.
- Excellent writing skills and experience creating and ability to develop instructional materials and programs.
- Demonstrated ability to communicate with a variety of audiences, effective written and verbal communication and presentation skills.
- Demonstrated ability to exercise sound judgment, consensus building and creative thinking.
- Demonstrated computer experience with a variety of software applications.
- Note: Working in confidential environment and required to sign an oath of confidentiality.
Compensation & Other Information:
$56,455 - $81,677 (Level 13)
This posting is for one (1) temporary full-time up to 6 months position.
Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
Work Arrangement: On-site. Subject to change in accordance with business requirements.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
