Job Summary:
Supporting the Corporate Business Information & Analytics branch, the Senior Business Advisor leads and manages data, analytics workstream for various corporate portfolio projects/enterprise initiatives and provides expert advice and consultation on data, analytics, and AI to projects, business clients and CBIA Senior Management. This role partners with various internal and external stakeholders including business, information technology shared services and vendors to ensure the successful delivery of data and analytic/AI project deliverables.
The Senior Business Advisor leads and manages the data, analytics and AI client portfolios by prioritizing and assigning client requests to CBIA staff, make recommendations and decisions on how to optimize client products, tools, and services. Work with all levels of management to diagnose current state, validate change drivers and environmental factors within the business area, validate any new findings, conduct process mapping and redesign of future state, identify legislative constraints, perform value and impact analysis.
Major Responsibilities:
1.Collaborate with internal and external business clients at all levels of management on initiatives by providing strategic consultation, subject matter expertise, guidance, and direction as it relates to data, analytics or AI best practices, products, services and solutions, data and analytics literacy and policies, as well as make recommendations on opportunities for enhancements, self-service, automation and efficiencies.
- Manage the data, analytic and AI client portfolios including prioritization, optimization, and execution of deliverables to drive business decisions and action such as Ad-hoc data requests, ensure timely business insights and analytics are provisioned, make recommendations, and deliver new or enhanced analytic and AI services and solutions
- Conduct and lead research reviews, proof of concepts and pilots on emerging and innovative data, analytic and AI technologies, services and products and make recommendations to WSIB Senior Management and business clients to support organizational goals and objectives for better, faster, easier services.
- Conduct and facilitate root cause analysis in order to identify risks and provide recommendations to CBIA Senior Management and business clients to resolve issues and eliminate obstacles as it relates to data and analytics.
- Provide business and technical knowledge and expertise in data and analytics and AI products, services and tools as well as lead, direct, recommend on the design and build of analytic services and solutions including automation.
- Collaborate with clients to mature their data, analytics and AI literacy and enhance their self-service analytic capabilities to align with WSIB’s Data and Analytics Strategy.
2. Lead and manage data, analytics, and AI work stream for various Corporate Portfolio Projects, CBIA Projects and Enterprise Initiatives. This involves successful delivery of data and analytic deliverables including:
- Creation of project plans or integration of data and analytics tasks into Integrated Project plans.
- Make recommendations and decisions on required resourcing and budget.
- Attend project governing bodies as a voting member with authority to make decisions and make recommendations.
- Provide expert advice and consultation to project and impacted stakeholders in the areas of data, analytics or AI to ensure alignment with Enterprise Data and Analytic Strategies and Roadmaps.
- Creating necessary RACIs in collaboration with vendors.
- Contribute on the creation of Master Service Agreements and Statement of Work.
- Negotiate on Statement of Work scope and deliverables with Vendors.
- Negotiate and obtain business sign-offs throughout the various data and analytic phases
- Lead and facilitate requirement workshops for data, analytics and AI for the project/initiatives.
- Facilitate or participate in various project/initiative sessions with IT, vendor and business clients.
- Translate business requirements to system requirements for data and analytics products, services and solutions.
- Conduct data and analytic impact assessments and make recommendations.
- Create data and analytic testing, implementation and warranty strategy and plans and design and develop analytic products and solutions necessary for the project or initiative.
- Prepare and deliver training programs related to data, analytics and AI for business clients and Knowledge Transfer sessions to IT and external vendors.
- Prepare, review and approve project artefacts for ARCH/ADA and EPMO gating.
- Delegate project tasks to team members and provide sign-off on completed tasks of junior team members.
- Provide ongoing training, coaching and knowledge sharing with project members.
3. Contribute to CBIA multiyear business planning and initiatives.
- Collaborate with CBIA management on multi-year business planning.
- Lead and facilitate the development of strategies and execution plans to enhance CBIA capabilities and services to clients.
- Conduct and manage data, analytics, and AI impact and fit gap assessments.
- Provide business and technical knowledge and expertise in data, analytics and AI products, services and tools as well as lead, direct, recommend on the design and build of data and analytic solutions.
- Define and document standard operating procedures for the division.
- Translate business requirements to system or technical requirements to deliver on data, analytic and AI solutions, tools and services.
- Lead and manage end to end business process mapping and rules to ensure appropriate processes and organization are in place to support new systems.
- Mentor and coach staff in both BU and NBU roles.
- Manage work assignments and deliverables.
- Provide direction and guidance to staff to ensure continuous improvement and compliance with established business analysis methodology and best practices.
Job Requirements:

Minimum Level Required
- University Degree or equivalent work experience in one of the following:
- Business Analysis
- Data Engineering
- Government/Health/Business Administration
- Data Science
- Computer Programing
- Economics
- Statistics
- Mathematics
- Research & Evaluation
- Government Policy
- Technical Writing
Preferred Level
- Masters in one of the following:
- Data or Computer Science
- Business/ Economics / Statistics / Mathematics
- Data Engineering
- Business/Government Policy or Administration
- Project Management Professional (PMP) designation.
- Membership in the International Institute of Business Analysis (IIBA) or Canadian Association of Management Consultants (CAMC) would be an asset.
- Business Analysis Certification.
- Programing language certification in SQL, R, Python, SAS.
- Guidewire Associate Certification.
2. Experience:
Minimum Level Required
- 3 - 5 years experience in Business Consulting or Analysis.
- 3 - 5 years experience with leading client portfolios.
- 3 -5 years experience in a leadership role or managing projects/initiatives/work streams.
- Ability to work and communicate with individuals at all levels of the organization.
- Can make effective use of technology tools to perform their work.
- Demonstrates a breadth of business and process understanding and insight.
- Demonstrates Leadership skills, including influencing and negotiating.
- Demonstrated Coaching and Mentoring skills.
Preferred Level
- 5 -7 years government / insurance / health services industry experience.
- 5 - 7 years of WSIB experience or equivalent.
- Expertise in performance measurement.
- Ability to interpret business architecture models and diagrams and communicate effectively to the business.
- Has knowledge of the technical and information architecture within WSIB.
- Able to sell / market the enterprise architecture views of the business.
- Experience with business process design and development.
- Knowledge and experience in business planning.
- Good understanding of Root Cause Analysis, Value Analysis, and Gap Analysis.
- Demonstrated Research & Evaluation skills.
- 10 yrs leadership or project experience.
