Salary: $137,775 - $172,219

Temporary (up to 18 months in duration)

Job Summary

This position will report into the Senior Director of the Analytics Delivery and Governance Branch within the Corporate Business Information & Analytics Division. This role will provide expertise, oversight and leadership on Data & Analytics Technology Projects and solutions leveraging Microsoft Azure Cloud offerings and services which includes but not limited to the migration of SAS Enterprise Guide to SAS VIYA on Azure Cloud, Oracle at Azure, Cloud Pak for Data and Microsoft Fabric Enablement. This role is required to effectively manage and advise a team of technical resources, engage and negotiate with external Vendors, collaborate with IT Shared Services and other Corporate Projects such as the Centralized Data Store Project and the Digital Transformation Program to ensure goals and objectives of the Data & Analytic projects are accomplished on schedule and within budget according to plan and in alignment with WSIB’s Data and Analytics Strategy as well as IT policies and cloud standards.

This role will work collaboratively with business leads and partners to manage and guide complex, transformational data & analytic projects that deliver cloud-based solutions for enhanced analytic and artificial intelligence capabilities and services for our clients. This role will be required to develop and maintain strong relationships and communication linkages with CBIA Senior Leadership, business clients, IT partners and vendors and will ensure adherence to gating requirements as defined by the Enterprise Project Management Office and will obtain the required approvals from Enterprise Data Architecture and other governing bodies as required.

Major Responsibilities

Project Management and Leadership:

 
  • Lead and manage technical projects with specialized skill sets and knowledge in Cloud products offerings and services related to data, analytics, AI and ML to align to WSIB Strategy for transformational change
  • Negotiate scope of services and costing with 3 rd party vendors
  • Act as CBIA Lead on procurements for cloud services, products and offerings related to data, analytics, AI and ML that align with IT Reference architecture and Cloud first strategy
  • Provide input and approval on Master Service Agreements and Statements of Work with 3 rd Party Vendors
  • Provide oversight on 3 rd Party vendor resources to ensure project deliverables are met on time and on budget
  • Managing financial and physical resources including developing and forecasting annual operating and capital budgets; monitoring and reporting on variances based on projections; and evaluating overall project expenditures
  • Represents the Division by leading and/or participating on senior level special projects, task forces, internal and external committees and working groups related to data, analytics, AI and ML
  • Build project capabilities across the development of several project work streams for data and analytics
  • Applying analytical method for maximizing project productivity and adherence to scope, time and budget
  • Ensuring alignment to WSIB’s Azure Data and Analytic Platform including the CDS and the Analytics Platform as well as other Corporate Portfolio Projects with a data and analytic workstream
  • Leading the facilitation of ongoing project planning process
  • Leading the development, execution and integration of multi-phased and multi-year implementation plans for all assigned Projects and supporting CBIA Senior Leadership team on data and analytic transformations.
  • Provide technical and business expertise on Azure Cloud Platform and offerings for transform and modernize WSIB data and analytic solutions and services.
  • Make recommendations on how to best optimize on Data and Analytic Cloud offerings that progress WSIB as an insight driven Organization
  • Manage internal and external project communications, risks and mitigations and identify/addressing blockers, dependencies, inefficiencies and other issues to ensure effective delivery throughout its project lifecycle.
  • Providing oversight and guidance in planning, execution, governance and leadership of the project in accordance with CBIA and Enterprise Project Management Office standards
  • Promoting adoption and implementation of WSIB project management methodologies and Project Management Institute (PMI) best practices, including adherence to the enterprise gating model.
  • Overseeing the project budget in collaboration with CBIA Finance Lead, Finance Controllership, managing and obtaining approval on change requests, managing the contingency budget
  • Identifying procurement requirements of the project and managing the procurement of third party services as required, including the development of technology and business solutions.
  • Developing resourcing strategies and conduct required resource recruitment to ensure optimum support and resourcing across the project
     
Relationship Management::
 
  • Collaborate with IT as a strategic partner to achieve project key objectives including but not limited to the production enablement of SAS VIYA and conversion of existing SAS EG queries and algorithms to SAS VIYA, Implementation of Cloud Pak Services for extract, transfer and load processes and conversion of existing Data Stage ETL processes, set up of Oracle database as an Azure service and migration of existing Oracle DBs on Exadata to Azure Cloud,
  • Establish and maintain effective vendor and client relationships, including the negotiation of contracts, service level agreements and the resolution of complex functional and strategic issues and problems in order to hold vendors accountable for driving results.
  • Developing and managing relationships with executives and senior leaders across the organization to provide advice/guidance/recommendations on project challenges, risks, issues and achievement of project milestones
  • Liaises with CBIA management and other strategic partners to share information to support successful project delivery, identify project and organizational needs, discuss and resolve issues and exchange ideas on how to maximize on optimization.
  • Soliciting constructive input from, and building consensus among clients and stakeholders with differing priorities and perspectives to ensure the achievement of strategic goals and project benefits, resolve issues, support and facilitate planning activities and project benefit achievement, identifying opportunities to leverage resources, collaborate on projects and initiatives and influence outcomes
  • Identifying and leveraging relationships with key internal/external stakeholders, keep abreast on emerging best practices, trends and/or legislation/regulations, identify opportunities for new product development, and promote the organization’s vision and mandate
  • Developing and maintaining effective communication linkages and working relationships internally with various functional areas such as Enterprise Project Management Office, Enterprise Risk Management (ERM), Finance, Procurement, Privacy, IT, Enterprise Change Management (ECM), HR, Legal, as well as externally with stakeholders and vendors as required to support successful project delivery, identifying project and organizational needs, discussing and resolving issues and exchange information of mutual concern.
     
People And Team Management/Leadership
 
  • Planning, directing and controlling the day-to-day operation and administration of the project in collaboration with the Project team members.
  • Overseeing and approving project financials in collaboration with Project Manager, CBIA Finance Lead, Finance Controllership and physical resources including project budgets are developed, approved and managed, identifying staff budget requirements, overseeing the preparation of budget forecasts and projections, monitoring budget adherence, identifying/explaining variances and discrepancies and authorizing expenditures within budget and approved limits.
  • Directing, coaching and mentoring project team members to ensure appropriate levels of knowledge and skills are in place and are being optimized for maximum performance
  • Managing the recruitment, training and day to day operations of project resources including but not limited to (Sr. Project Manager, Project Manager, Project Analyst, Technical Leads, ETL Developers, Business & System Analysts, Data & Solution Architects
  • Providing guidance and ongoing coaching and feedback to direct report
  • Foster teamwork, leadership development, staff engagement, and a positive work environment.
  • Promote professional development for direct reports, ensure individual performance objectives are defined , provide appropriate development plans and have regular scheduled performance conversations with staff
  • Participate as a team member at various management meetings and working groups relating to data and analytics
     
Governance
 
  • Facilitate cross-functional Working Group meetings, Project Cadence meetings and fostering teamwork; driving identification, documentation, escalation and resolution of issues.
  • Ensure all necessary inputs for decisions are prepared for CBIA Senior Leadership, Steering Committee in a timely manner. When required, attend Steering Committee to provide updates, advice and guidance to executives to facilitate decision making.
  • Work closely with senior level executives on a broad range of project issues, decision points and emerging/contentious issues.
  • Lead and facilitate senior level discussions and negotiations to engage/inform CBIA Senior Leadership and other impacted business clients in the modernization our analytics platforms leveraging Azure Cloud with the ability to get buy in/consensus on critical decisions and deliverables.
  • Ensure RAID Log is kept current and up to date for documenting all risks, actions, issues and decisions related to the Project
  • Adherence to EPMO Governance and Gating standards as well as WSIB Enterprise Architecture reviews and approvals
  • Establish Project RACI and ensure all project artefacts are reviewed, signed off and delivered on time
  • Provide regular project status updates and briefings to CBIA Senior Leadership and WSIB’s Enterprise Project Management Office
     
Education Requirements

Job Requirements:

 
  • University Degree with specialty in required area of expertise (e.g, Business, Computer Science, Data Engineering or other related discipline)
  • Certification in Project Management methodology, such as Project Management Professional (PMP) – PMI Certification or Prince 2
  • Certification/Designation in DevOps, QA, Release Management
  • Certification/Designation in Azure Cloud and other Cloud Offerings
     
Experience
 
  • 5-7 years hands-on experience leading and managing technology, data or analytic projects
  • 5-7 years of experience in project portfolio management
  • 5-7 years of experience managing people
  • 10+ years of experience building large multi-disciplinary teams including IT, Vendor, CBIA and business
  • 10+ years of building integrated project plans to support the delivery of large scale, multi-phased transformation projects
  • Proven communication (verbal, written and presentation) skills with ability to convey technical contents to all stakeholder including executives
