Network Infrastructure Specialist     

Summary of Duties:

Works under the direction and leadership of the Manager, Network Services: leads the design, implementation, and maintenance of network and telecommunications infrastructure systems. Acts as a central resource for requirements analysis and architectural review; provides escalation support for resolutions of challenges that span interconnected infrastructure which involve other Information Technology Services (ITS) Teams and customers.

Work Performed:

  • Under the direction of the Manager, gives advice and direction to Network Business Systems  Analysts who implement and support the wired and wireless networks; monitors and assesses work load and quality of network and telecommunication services provided to end users and business customers; assesses high-visibility and/or -impact and/or -complexity problems to accelerate resolution and to coordinate communication of impacts; contributes to and ensures completion of root cause analyses (RCAs); and integrates findings from RCAs into existing and future system designs.
  • Oversees the resolution of network infrastructure-related incidents and problems, ensuring prompt and effective troubleshooting to minimize system downtime.
  • Participates in the reviews of daily functioning of the Network team and its related operations, programs, processes and/or practices for quality and effectiveness purposes; makes recommendations for improvement.
  • Acts as an infrastructure resource in support of Network team members, other ITS teams, and business customers to ensure optimal communication outcomes; contributes to decisions at meetings which could impact the delivery of networked services to internal and external users of City information systems; instructs new staff members in Network procedures.
  • Technologies in scope of such expert support include:
    • Core, perimeter, LAN, WAN, and WiFi networking systems
    • Cellular and RF networking systems
    • Voice Over IP and Unified Communication systems
    • Client-, clientless-, and point-to-point VPN solutions
    • Cloud networking solutions
    • Knowledge of structured cabling standards (Cat5e, Cat6e, CE, CFOT, CIT, CNIT), patch panels, cable management, and cable testing tools
    • Proficiency in using network troubleshooting tools (OTDR, VFL)

  • Recommends, develops and implements strategies for the design, installation, configuration, and maintenance of network and telecommunication infrastructure.
  • Instructs and guides network technicians in executing network infrastructure projects and related tasks effectively.
  • Coordinates team activities, projects, and assignments to meet established deadlines and deliverables.
  • Monitors the performance and health of the network infrastructure, identifies areas for improvement, and implements necessary enhancements to optimize network performance and reliability.
  • Adheres to industry best practices and compliance with security protocols and policies.
  • Collaborates with cross-functional teams, such as IT, security, facilities, and operations to align network infrastructure objectives with overall organizational goals.
  • Works closely with vendors and service providers to evaluate, recommend, and support procurement of network equipment and services that meet the organization’s requirements.
  • Serves as an escalation point for network infrastructure issues, providing technical expertise and guidance to resolve critical problems.
  • Stays updated on emerging network and telecommunications technologies and industry trends, making recommendations for network enhancements and innovations.
  • Maintains accurate documentation of network infrastructure, including network diagrams, vendor supplied as-built drawings for updating Geographical Information Systems, configuration details, and standard operating procedures.
  • Generates regular reports on network performance, capacity, and availability to facilitate informed decision-making and planning.
  • Complies with regulatory requirements and internal policies by maintaining documentation related to network security controls and processes.
  • Maintains familiarity with vendor supplied schematics to competently participate in Municipal Consent Application reviews for approval of new, or modification of, telecommunications infrastructure as it relates to the City’s infrastructure, existing or planned.
  • Performs special projects as assigned, including but not limited to coordinating secure network interconnectivity initiatives with internal and third-party partners, participating in the timely resolution of emergency technology issues, and overseeing testing of system implementations and changes.
  • Records and monitors network infrastructure device software versions and maintenance agreements, and coordinates and schedules patching and preventive maintenance efforts, to ensure the ongoing stability and security of networks.
  • Prepares operational reports and analysis related to Network performance, adverse trends, and appropriate recommendations for improvement.
  • Reviews, evaluates, and assesses network hardware, software, and service technologies, and recommends operational- and project-based improvements.
  • Coordinates, and where appropriate creates and delivers, instructional presentations for Network team, other ITS team members, and other employees.
  • Maintains a current knowledge of networking and telecommunication technologies, through continuous formal and self-learning programs.
  • Liaises with third party solution providers, technical staff in government and other municipalities, internal personnel, auditors, and others to ensure networks are designed, implemented, and operated in support of the secure, stable, and responsive operation of City information systems.
  • Accesses, and/or maintains passwords and elevated user rights to various Corporate systems as assigned by management, ensuring the confidentiality of information accessed through use of such credentials.
  • Performs related duties as assigned.

Qualifications:

Three-year Community College Computer Systems Technology Diploma or equivalent.

Experience:

Over five years of related experience in implementing, troubleshooting and maintaining complex networking infrastructure.

Specialized Training & Licenses:

Certified Fiber Optic Technician (CFOT) certification is a preferred asset. One or more of the following credentials are assets:

  • CCNA Wireless and/or other CCNA specializations;
  • CCNP and/or CCIE/CCAr/CCDE designation (preferred; minimum one or more actively in progress);
  • CPCT, CNIT, CIT/CEDIA, CFOD/D

Skills and abilities in the following areas are necessary:

  • Prior team leadership experience is an asset.
  • Effective troubleshooting skills.
  • Ability to prioritize and complete multiple tasks, projects, and requests for assistance.
  • Ability to communicate prioritization challenges and recommend/advocate for adjustments.
  • Ability to travel to various locations across the City.

  • Self-motivated and independent learner.

Compensation & Other Information:

$62,898 - $91,424 (Level 15)

This posting is for one (1) permanent full-time position.

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m. 

Work Arrangement: Remote. Subject to change in accordance with business requirements.

These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
